{"id":22035,"date":"2019-04-09T10:53:13","date_gmt":"2019-04-09T00:53:13","guid":{"rendered":"http:\/\/wp.architecture.com.au\/news-media\/?p=22035"},"modified":"2019-04-09T10:53:37","modified_gmt":"2019-04-09T00:53:37","slug":"australian-war-memorials-claims-contradict-own-tender-documents-on-anzac-hall","status":"publish","type":"post","link":"https:\/\/wp.architecture.com.au\/news-media\/australian-war-memorials-claims-contradict-own-tender-documents-on-anzac-hall\/","title":{"rendered":"Australian War Memorial\u2019s claims contradict own Tender documents on Anzac Hall"},"content":{"rendered":"\n<p>8 April 2019<\/p>\n\n\n\n<p>The Australian Institute of Architects\nis calling on the Australian War Memorial management to clarify false and\nmisleading claims published yesterday about the future of Anzac Hall.<\/p>\n\n\n\n<p>In comments reported in the <a href=\"file:\/\/\/C:\/Users\/leanneh\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/KNQYUUSL\/Australia's%20leading%20architects%20turn%20back%20on%20war%20memorial%20redevelopment\">Canberra Times<\/a>, a spokesperson for the Australian War\nMemorial is quoted as saying, \u2018The replacement of Anzac Hall represents best\nvalue for money while maximising exhibition space, without risk to the\nintegrity of the original heritage building.\u2019<\/p>\n\n\n\n<p>The newspaper goes on to report that,\n\u2018When asked if the memorial would consider a design that did not demolish Anzac\nHall, he said any design that met the cost and space parameters would be\nassessed equally.\u2019<\/p>\n\n\n\n<p>National President Clare Cousins said\nthese claims contradicted the tender documents issued by the Australian War\nMemorial via AusTender on 13 February 2019.<\/p>\n\n\n\n<p>\u2018The EOI [expression of interest]\nissued by the Australian War Memorial expressly requires the demolition of\nAnzac Hall and construction of a new structure and glass atrium,\u2019 Ms Cousins\nsaid.<\/p>\n\n\n\n<p>\u2018For their spokesperson to suggest\nthat other design outcomes would be considered is disingenuous at best and\ndeliberately misleading at worst.<\/p>\n\n\n\n<p>\u2018To suggest the demolition of Anzac Hall offers the least risk to the heritage integrity of the original building is preposterous. The current structure was designed specifically to be sympathetic to the main structure and we would argue has since accrued its own heritage value as well.<\/p>\n\n\n\n<p>\u2018The EOI does not allow any other\ndesign other than in accordance with the reference design which is tied to a\nnew structure and glass atrium \u2013 so it severely limits the options. <\/p>\n\n\n\n<p>\u2018This is a corruption of the intended\npurpose of reference designs\u2013 they should only be used to see what can be done\nand to develop a business case. It is rare for the reference design to be the\nfinal design. <\/p>\n\n\n\n<p>\u2018The design as a whole should be going\nout as an architectural competition and the Australian War Memorial should be\nseeking the Institute\u2019s endorsement of the competition \u2013 a precedent clearly\nset for other landmark structures. <\/p>\n\n\n\n<p>\u2018We have acted as an advisor for\ncompetitions for New Parliament House, the National Museum, and extensions to\nthe National Gallery and our exclusion from this project will be to the\ndetriment of the final outcome.\u2019<\/p>\n\n\n\n<p>ACT Chapter President Philip Leeson\nsaid the spokesperson\u2019s suggestion that \u2018\u2026any design that met the cost and\nspace parameters would be assessed equally\u2019 directly contradicts Australian War\nMemorial Director Dr Brendan Nelson\u2019s previous statements, both public and\nprivate.<\/p>\n\n\n\n<p>\u2018Dr Nelson has been categorical in saying\nthat Anzac Hall will be demolished,\u2019 Mr Leeson said.<\/p>\n\n\n\n<p>\u2018That\u2019s what he told representatives\nfrom the Australian Institute of Architects when he met with us, at our\nrequest, on 7 November last year and it\u2019s the same thing he\u2019s said to the media.\u2019<\/p>\n\n\n\n<p>\u2018By the time it goes down we will\nhave had 19 wonderful years out of it.\u2019 &#8211; Dr Brendan Nelson, <a href=\"https:\/\/www.canberratimes.com.au\/national\/act\/australian-war-memorial-to-detail-major-500m-redevelopment-20181101-p50d9o.html\">Canberra Times<\/a>, 1 November<\/p>\n\n\n\n<p>\u2018Dr Nelson said the works would begin\nwith the knockdown of the ANZAC Hall in 2020 and its replacement with a much\nlarger building.\u2019 &#8211; <a href=\"https:\/\/www.theaustralian.com.au\/national-affairs\/defence\/australian-war-memorials-500m-upgrade-to-honour-modern-vets\/news-story\/88b7d2981b549cd552f543163e5edd12\">The Australian<\/a>, 1 November <\/p>\n\n\n\n<p>Australian Institute of Architects\u2019\nGold Medallists have also published an open letter opposing the demolition\nplans.<\/p>\n\n\n\n<p>\u2018The Institute has received\noverwhelming feedback from members expressing their outrage and opposition to\nthe demolition plans, which lack transparency and any genuine consultation,\u2019 Ms\nCousins said.<\/p>\n\n\n\n<p>\u2018I\u2019ve received numerous calls from\narchitectural colleagues advising that they would not be responding to the\nAustralian War Memorial\u2019s EOI on this basis.<\/p>\n\n\n\n<p>\u2018The Australian War Memorial\u2019s single-minded\ndetermination to demolish the award-winning Anzac Hall, without engaging with\nindustry, seriously undermines the immense value of our public architecture.<\/p>\n\n\n\n<p>\u2018Our members care deeply about the\nwork they do, they respect and value the work of their peers, and of the\nprofession more broadly. They are looking to the Institute to defend not only\nthis building that has received such acclaim, but the process that surrounds\ndecision making about our iconic structures, and we will.\u2019<\/p>\n\n\n\n<p>\u2018The response to the demolition plans\nlocally has been incredibly strong and impassioned, both from Institute members\nand the wider community,\u2019 said Mr Leeson.<\/p>\n\n\n\n<p>\u2018Largely in response to public\ndemand, we have this week launched an <a href=\"https:\/\/wp.architecture.com.au\/anzachall\/petition\/\">online petition<\/a> to save Anzac\nHall. We have an ever-growing pool of people, including a number of\nhigh-profile Australians, coming to us unprompted to offer their support.<\/p>\n\n\n\n<p>\u2018People are quite simply at a loss as\nto why options that allow for the preservation of the existing structure as\npart of the expansion don\u2019t appear to have been given due consideration.<\/p>\n\n\n\n<p>\u2018If the Australian War Memorial\u2019s\nmanagement thought our and the community\u2019s opposition to their destructive\nplans would simply fade away, they have grossly miscalculated.\u2019<\/p>\n","protected":false},"excerpt":{"rendered":"<p>8 April 2019 The Australian Institute of Architects is calling on the Australian War Memorial management to clarify false and misleading claims published yesterday about the future of Anzac Hall.
