From NT ED

Well March didn’t slow us down it was certainly a busy time. Following the trip to Alice Springs we have met with the Minister of Housing Gerry McCarthy to discuss how we will engage with the Department to ensure better outcomes for the role out of regional and remote housing. We were able to discuss the lesson learnt through SIHIP and how we can have a role moving forward. It will be an interesting time to look at a different method of engagement so watch this space. We continue to work with the Department of Lands, Planning and the Environment with a workshop planned for May this year.

We had an eventful month with EmAGN and the Regifrustration series with three held in March and one in early April. It is great to see the mentorship to our future leaders so if you know a graduate who is thinking about registration please let us know so we can connect you with the team.

We had our first SONA catch up with 25 students in attendance. Pio is the new rep and is rallying the students and offers lunch time catch ups for people looking for support. We also have a few new members so welcome to the Institute and we look forward to seeing you at some CPD functions this month. We are keen to grow the mentoring for SONA mentor please let us know if you are interested. 

We have had the BIM WIZARD CPD event in Alice on Wednesday and in Darwin on Thursday and delivered by our partner and national sponsor USG Boral we had a great turn out at both and we look forward to seeing the crew at the Alice Springs Awards. Thanks Kelly and at USG Boral for bringing a session to Alice Springs and Darwin it has been great working with you.

The Membership drive recruited five new members which is exciting and we look to working with them. Each new member gets a ‘buddy’ so that they can link into our programs so welcome.

Generally, April is a busy month with School holidays, Easter and Anzac day being crammed in the middle. Week two kicks of the Jury visits for the NT Awards which is being judged from the Tuesday 9th to the 11th with trips to Alice Springs, Groote Eylandt, Fish Creek Station, Palmerston and Darwin. It will be an exciting and busy three days. The launch of the online people’s choice will also be in April with public viewings in Darwin and Alice Spring in May.

The 2019 NT Awards program is set and ready for you to purchase your tickets. This is a Desert Winter Wonderland dinner which will be in the amazing backdrop of the Quarry South of Alice Springs. It’s a great opportunity to pull out and dress up in you winter fashion and my Christmas winter woollies to get another workout. Don’t worry there will be fires to warm the heart.

ED’s newsletter February

February saw us with a big month of activities including a trip to Alice Springs. It was great to be able to stop off on the way meeting with local Ministers, members of Parliament, local governments and key stakeholders. There was a common theme throughout these meetings, housing, housing and housing! Interesting though, there is there is a lot of economic activity in the regions and they expect this growth across multiple industries. This is really good to hear since Darwin is tracking very slowly economically.

In February we had the opportunity to host an industry breakfast with Minister Lawler to run through the governments vision of where we are heading in terms the engagement of architects. She was very frank about where things are at the moment in government and took on board our strategic platforms including the Government Architect role, procurement and the importance of good design for all projects especially in regard to future performance.  

We also met the Minister for Housing Gerry McCarthy, in Tennant Creek, and he is keen to work with the Institute further involve Architects in the housing role out, across the NT, as he is concerned about long-term performance of non-architecturally designed public housing especially in remote communities. We will be meeting with him and the Department over the next month to see what this will looks like.

In February we had 5 events across the NT which includes the ramp up of EmAGN RegiFrustration events. We have a vibrant committed group who have regular mentoring with the ultimate goal of registration. If you would like to be a Mentor please contact us and we can make this happen.  The SONA membership and sign up event is coming up on the 13th of March so if you can spare some time at lunch please feel free to come to CDU for the meet and greet (orange building 11 at casuarina campus).

The build up to the 2019 Northern Territory Awards is well and truly underway and we recommend you look at your travel now to the Red Centre. We are working through Tourism NT for partner programs as well as Architectural tours. This is a destination event so bring your family and you can immerse in your passion for Architecture in an amazing part of the NT. This is the first time the awards are being held in Alice Springs and we need you to show support for the region and your colleagues who usually travel to Darwin for these events. Our membership drive is going well with three Architects in the process of signing up. Thanks for those people who sent through referrals we are slowly working through these. As previously mentioned we encourage you to identify potential members and then work with us to confirm their membership. When new members join and are financial then we are also offering the ‘one off’ benefit for 2019 which is that a person can become a member and will be eligible to enter in the same year. As motivation for introductions we are offering the referring member an incentive so watch this space.

In February we had a busy advocacy month meeting with Ministers, Mayors and local Government representatives, local members and other key stakeholders. The feedback from regional areas was a big thank you to travelling there taking the time to hear and see issues outside of Darwin. I told them we don’t believe in the Berrimah line so all good! This month we also submitted our response to the Central Darwin Area Plan and this available on our website.

This year we would like to grow our partnership opportunities to support Architect practice and development in the NT. Please keep this in mind when you are talking to suppliers and send through a referral any time. We really want to make sure we partner with like-minded industry focussed companies who support you to grow the Territory.

ED’s newsletter January

Happy New Year. I hope everyone had a great opportunity to relax and unwind over the holiday season. I certainly enjoyed my trip to the Arctic Circle and am more than happy to chat about it.

We are kicking off our CPD program this year on the 13th February with a CPD from Holovision 3D on ‘3D laser scanning’ in partnership with Engineers Australia. This is a great opportunity to see some new technology and we are happy that this is being delivered by a local company. Register here

On the 21st of February with have a networking breakfast with the Minister for Infrastructure, Planning and Logistics the Hon Eva Lawler MLA. This is a great opportunity to hear about the Territory’s direction as well as meet the Minister with a Q&A session at the end to raise topics that directly affect Architects. We would like to make this an annual event and we look forward to seeing you there. Register here.

As you are aware the 2019 Northern Territory Awards Entries have opened with the closing date the 13th March 2019. This is a firm date and all additional materials must also be submitted by this date. We have also opened up the expression of interest for the Jury please follow the link which will outline the requirements and then contact us if you’re interested. Please also forward to you interstate colleagues as we are looking for the chair position. Please feel free to contact us if you have any queries around this at all.

Speaking of the awards….. This year we are excited to have the first awards in Alice Springs on June 1st 2019. The official invitations will be out shortly. This is a destination Awards event with Architectural and tourism tours offered. The link to register for the Awards and Architectural tours will be available to book from mid-march. We are meeting with hotels and looking at transport options from the top end and we will have links from the AIANT registration page. So ‘save the date’ and plan to bring your friends and family to an amazing celebration of Architecture in the NT.

At the end of last year we have put together a plan to try and engage potential members both new and lapsed. As Architects I encourage you to identify potential members and then work with us to confirm their membership. As an organisation we need to come together to celebrate Architecture, continue to learn and grow through strong CPD and networking offerings, as well as continuing to have a strong voice to advocate for good policy decisions. When new members join and are financial then we are also offering the ‘one off’ benefit for 2019 which is that a person can become a member and will be eligible to enter in the same year. As mentioned last year the Planning Commission has released Stage 2 consultation on the Central Darwin Area Plan (link) https://planningcommission.nt.gov.au/projects/central-darwin-area-plan-new. We are putting together a response so if you would like to be part of a working group on this please get in touch asap. The Commission also takes individual submission if you would like to do that as well.

This year we have a new SONA representative from CDU Pio Gillamac and we are looking forward to working with him to grow the CDU membership base which will be easier as SONA membership is now $30. We had a lot of feedback around cost of membership through the review and it was changed to reflect the feedback. We will be holding a SONA meet and greet on the 14th of March and it would be great if came to meet our future Architects. Details will be confirmed in a What’s on in a couple of weeks.

For some, round the traps news, Allison from Mode is currently working in India on an Architects without borders project and we are excited to include an article about it in this month’s newsletter. It is truly inspirational, and I can’t wait to see the outcome of the project she is working.

Calendar of Event to June 2019

 

From the Executive Director – NT Chapter

What a fantastic end of year event and presentation from the 2018 Emerging Architect winner Christina Na-Heon Cho and we were packed to the rafters. The SONA and EmAGN crew had time to meet with her for an informal chat which lead into her presentation which was really inspiring. We followed on with our Christmas drinks and nibbles and it was great to see so many people attend and what a great way to celebrate members involvements and achievements for 2018.

As you are aware the 2019 Northern Territory Awards Entries have opened and close on the 13th March 2019. This is a firm date and all additional materials must also be submitted by this date. This year the awards are on earlier than normal as the original date clashed with the National Conference and we also need to be mindful of public and school holidays. The EOI for the Jury has gone out and we have had replies already which is great. The Jury visits start on the 8th April 2019.

As part of the Awards program we are running a membership drive to attract new members to the Institute and NT Chapter. This year we are offering the benefit of becoming a financial member and being able to enter the awards for 2019. This is a once off membership drive allowing membership and awards entry in the same year. As an organisation we need to come together to celebrate Architecture as well as having a strong voice to advocate for good policy decisions and strong policy advocacy has much more weight if we represent all NT Architects. As architects I encourage you to identify potential members then work with us to send them information and meet with them to confirm their membership. You are the greatest advocate for membership you just need to let them know what we have been doing locally and nationally. We are also offering an incentive to members where you will go into a draw once they have signed up and you could win a bottle of wine and a complimentary seat at the Ministers table for our event in February. A membership pack will be sent around soon.

Now for an exciting announcement.  We have confirmed Pio as our new SONA representative from CDU. I know you will all welcome him as enthusiastically as we have and we look forward to working with him in 2019.

The EmAGN group have been meeting regularly for Regfrustration sessions and a big thanks goes to Beck and Bede for organising this as our EmAGN representatives. We also want to thank Rossi Architects who support these sessions through mentoring as well as suppling the venue and nibbles to keep everyone going. If you are interested in coming on board as a mentor along with Rossi please let us know for 2019.

In the back ground we have been really busy and are in the process of finalising CPD and Networking events for 2019. Our first confirmed events are in February 2019 with Wednesday the 13th being a CPD event. This is a presentation by JMT Builders on Holovision 3D scanning technology taking BIMS to the next level. This will be held in partnership with other associations and we can be first on the ground looking at new tech that supports Architecture practice.

We are also working with the Minister for Lands, Planning and the Environment Hon Eva Lawler MLA to have a members’ only event on the directions the government is taking in 2019 and beyond. This will be a good opportunity to hear from her and to be able to ask questions and raise concerns. As soon as this is confirmed we will send the date through. On the 6th of March in conjunction with NAWIC we will host an International Women’s Day Cocktail on the party. We are working together to find some inspiring speakers as well as bringing people in the industry to network. We would love to look at doing this as an annual event so put the date in your diary.

Recently the Australian Building Codes Board gave consideration to the content of the 2019 edition of the NCC.  We have put some of the key points in a table at the end of my report so that you are aware of some of the significant changes. More information on this will be forthcoming in the new year.

I went to the launch of this and am waiting to confirm a date for AIANT members to be briefed in the last week in January 2019. I will keep you posted once this is finalised.

Well we are all about to head off on Christmas breaks and holidays. I am on leave from the 14th December to the 29th of January and Karen will be holding the fort in my absence. The AIA has a mandatory shut down with Karen’s last day on the 20th of December with the office reopening on the 8th of January.

Finally from Karen and me I want to wish you all a Merry Christmas and a Happy New Year. We would like to acknowledge the amazing members we get to work with and we are looking forward to an exciting 2019.

What to expect from NCC 2019

Content 

The Australian Building Codes Board recently gave consideration to the content of the 2019 edition of the NCC.  Some of the key changes from the 2016 edition are described below:

Quantification

The most significant change to the NCC since the performance-based code was introduced in 1996, is an estimated 40% of the Code’s Performance Requirements will be quantified either directly or by a NCC Verification Method. This work stems from the Board’s increased and competent use of performance initiative <https://www.abcb.gov.au/Initiatives/All/Performance> aimed at assisting the reduction of non-compliance caused by poor application of Performance Solutions.

It is intended that the remaining Performance Requirements will be quantified in the same manner for NCC 2022.

Readability

The NCC has undergone significant structural change to improve access, awareness and understanding including the introduction of consistent governing requirements across all three Volumes and changes to the format and structure of NCC online. NCC Volume Three has been redrafted consistent with a new information architecture that aims to improve access and readability of the document in a digital environment, as well as in preparation for a consistent volume structure in 2022.

Fire safety

A new Fire Safety Verification Method (VM) will be introduced with a delayed adoption date from 1 May 2020. The new VM, which is a voluntary tool under a Performance Solution pathway, provides for a documented process in the design of fire safety Performance Solutions, and is based on the International Fire Engineering Guidelines.

Fire sprinklers in Class 2 & 3 buildings

A requirement for fire sprinklers to be installed in apartment buildings and other residential buildings 4 storeys and above and up to 25 metres in effective height will be included in the Deemed-to-Satisfy Provisions. This means, anyone using a Deemed-to-Satisfy pathway for compliance for these types of buildings will need to install a fire sprinkler system. As part of these requirements, two new types of fire sprinkler systems have been included, as well as concessions for other fire safety features on account of the additional protection afforded by the fire sprinkler systems.

Bonded Laminate Concession

The ability to use a bonded laminated material with specified characteristics and controlled fire hazard properties, where a non-combustible material would otherwise be required, will remain for NCC 2019.

Energy efficiency

The commercial building energy efficiency provisions have undergone their first major overhaul since 2010, consistent with the COAG National Energy Productivity Plan. A package of measures for Volume One will focus on reducing energy consumption by a potential 35%, representing a step-change for commercial buildings. Additionally, new non-mandatory Verification Methods have been introduced to demonstrate compliance with the relevant Performance Requirement by way of NABERS and Green Star.

New heating and cooling load limits for the NatHERS compliance pathway will be introduced for Volume Two. 

Energy efficiency provisions for Volume One and Volume Two will have a transition period of 12 months until 1 May 2020 during which either the new provisions or those from NCC 2016 may be used.

Volume Two Acceptable Construction Practice

Improvements have been made to the provisions of numerous Acceptable Construction Practices (ACPs), and new ACPs have been introduced for earth retaining structures, masonry, and attachment of decks and balconies.

Condensation management

Provisions to reduce the likelihood of risks associated with condensation within buildings will be introduced to help deal with potential health risks and amenity issues.

Roof-top spaces

New provisions clarifying the application of requirements to occupiable outdoor areas, such as occupiable roof-top spaces, will be introduced in Volume One.

Accessible adult change facilities

Volume One will include new requirements for accessible adult change facilities to be provided in large shopping centres, sporting venues, museums, theatres and airport terminals.

Plumbing

For NCC Volume Three, in addition to the quantification and readability changes described above, heated water temperature control, cross-connection control and rainwater harvesting and use requirements will be included. Additionally, some sections of Volume Three that were only enacted in a minority of States or Territories, such as on-site wastewater systems, heating, ventilation and air-conditioning, and stormwater, have been relocated to the relevant State or Territory appendix.

Pio Gillamac – SONA Rep NT

The Northern Territory, and Darwin in particular, is an exciting frontier for uniquely new site and climate responsive architecture that will hopefully propel Australia’s northern-most capital into its own. As a SONA representative, I want to become more involved and empower my colleagues to participate and take ownership in designing a Territory that we can all be proud and bothered to live in. I will serve to enliven our collegial environment using my resourcefulness and keen graphic design skills (as well as my penchant for puns). And now that I have finally found a firm grasp to the academic side to the course, I hope to help others, particularly newer students, better understand the issues facing architecture and provoke more informed and innovative design solutions. I will also seek out the talents of my colleagues of all levels and together, aim to not only upgrade our collective skill base and confidence in design, but more importantly, create a democratic and supportive collegial environment that nurtures an enthusiasm for architecture as opposed to simply completing assessments. As a Territorian, I am filled with hope that Darwin shall become the tropical Northern capital city it is destined to be, and so by helping each other succeed, together we shall ultimately make the NT succeed.

2019 SONA Representative NT Chapter

 

EOI Chair and Jury Members NT

The NT Chapter is seeking expressions of interest for positions of Chair of Jurors and Jury members for the 2019 Architecture Awards NT Chapter. The Awards will be held in Alice Springs on 1 June 2019.

The following positions are available:

  • Chair of Jurors (usually chosen from an interstate Architectural Nominee)
  • An Architect whose organisation does not have an entry into the 2019 Awards
  • A Lay Juror

The dates for the Jury visits have been allocated from 8 – 12 April 2019.  There maybe need for regional and remote travel (dependent on the entries received).  Jury visits include Economy class airfares (where required), accommodation, meals etc. will be paid by the Chapter. Small aircraft flights may be required to remote areas of the NT. The Public Presentations for the Awards will take place in both Darwin (23 May) and Alice Springs (31 May).  The People’s Choice Awards will be launched on 18 April 2019.

Well the decorations are up so officially we counting down to the busy period with Christmas in less than six weeks. We have five events this month with the first one being next week. We have been able to organise a members briefing with the Climate Change team to work though the Climate Change discussion paper. As mentioned last month the Emerging Architect Prize winner, for 2018, is Christina Na-heon Cho and is about to undertake her tour around Australia. Previously this was awarded one year ahead with the roadshow the next year however from this year the lag time will not be 12 months. This event is the last one for the Darwin Chapter for 2018 and merges into the Christmas function. The details for our end of year function and Emerging Architect presentation are:

I apologise to our Central Australian members this year the tour will not be coming to Alice Springs however next year we are working on a more comprehensive and inclusive program. There is an end of year Christmas function planned however the date is yet to be confirmed.

In October we met with Minister Lawler to discuss key issues that affect Architects. We highlighted that the Institute recommends that we introduce key changes to legislations. These are: the introduction of Compulsory Professional Development (CPD), a Code of Conduct for registered Architects and Compulsory Insurance. We also discussed the Government Architect role and that as a profession we want to work with the University to develop a Centre for Excellence in Architecture. The Minister is very supportive of our direction and we will work with her and the department to introduce the legislation changes in 2019. The Minister was very surprised that we did not have Compulsory CPD and said felt this was out of touch with community expectations of professional standards.

The National Australian Institute of Architects Awards were held in Melbourne in early November with two short listed projects the first being for Public Architecture – the Garden Cemetery Chapel – Susan Dugdale and Associates and the second for Enduring Architecture – the Bowali Visitor Centre, Kakadu – Troppo Architects in association with Glenn Murcutt and Associates.  Miriam Wallace from Dugdale and Associates was also shortlisted for the Australian Emerging Architect prize. Although the NT didn’t win any National Awards this year there was a lot of talk about the high quality of Architecture here in the Territory.

The 2019 Northern Territory Awards Submissions open shortly and will close on the 13th March 2019. This is a firm date and all additional materials must also be submitted by this date. This year the awards are on earlier than normal as the original date had to be moved forward due to the National Conference. We also need to work around public and school holidays. The Jury visits start on the 8th April 2019.

On the 1st of November we held a CPD session on ‘Internal walls and ceiling solutions for high Humidity ‘. This is obviously a huge issue here in the Top End and was well attended and thank you USG Boral for sponsoring this. The venue was at the Royal Flying Doctor museum on Stokes Hill Wharf and was a lovely setting for networking. We might just have to go here again.

This month we contacted the Department about the $90 Million Youth Justice Tender. There were a lot of issues raised by AIANT members and we addressed these directly with the department. As this is a significant body of work it was a good example of how things could be done differently including reasonable response timeframes. We met with the department to discuss this and they accepted the issues we raised and, that in the future, a better approach would include reviewing timeframes as well as having comprehensive briefings for industry. We will continue to work with the department on Procurement issues so that we can improve outcomes for Territorians.

The AIA has released a ‘Buy local’ policy which raises concerns in regards to Governments across Australia supporting overseas Architects instead of locals in the procurement of Architectural services specifically related to design competitions. This response is outlined further in the newsletter and feel free to share this paper with local members or the general public. AIANT will be sending this to the Territory Government as well as local governments across the NT.

Recently we have been contacted by a couple of members about the AIANT response to the Building Confidence paper authored by Professor Peter Shergold and Ms Bronwyn Weir. All in all we had a crazy busy October which included moving office. Packing up Shepherd Street was chaos, and thanks to the members who were able to help us name some of the photos and give information on previous awards winners. We were able to work closely with the NT Library and they have taken all the AIANT records, photos and memorabilia. They will digitize these and make sure they are archivally stored. The records are now part of the public record and will be fully searchable. Each year we can add new material to the collection which is a great way to recognise and showcase NT Architecture. As part of our move we also worked closely with a local Charity – Mental Health Carers NT (MIFANT) to donate furniture and fittings for their mental health programs. They were really excited to be able to expand their programs using our donation. Another donation was to the CDU Architecture students who we donated the entire Shepherd St library collection. The library sat unused in the office and now the Architecture students have full access to the publications which are stored near the design studio on campus. Thanks again Charmain for organising this.
