Landmark decision for architecture profession on gender equity

A major breakthrough for gender equity in the profession of architecture has been made with the Australian Institute of Architects’ National Council officially approving the organisation’s first Gender Equity Policy.

Institute President and gender equity advocate, Paul Berkemeier, was proud to announce council’s decision following its meeting on Thursday 5 December.

‘The disparity between male and female representation within the profession has been well documented and a growing concern not only for the Institute as the industry’s representative body but also for members of both genders.

‘It is with this in mind that I am delighted to share the Institute’s new Gender Equity Policy which will provide the foundation for improving operations within the Institute through our governance, programs and services, employment and leadership. The policy will assist our members and the profession more broadly in employing gender equitable practices in their day to day operations,’ Mr Berkemeier said.

The policy establishes ten best practice principles designed to maximise fair and equitable access to opportunities and participation for women within the architecture profession.

The development of the policy follows the Institute’s involvement since 2011 with the Australian Research Council funded Equity and Diversity in the Australian Architecture Profession: Women, Work and Leadership project, which is led by a large collaborative team of eight scholars and five industry partners.

Studies conducted as part of this project have provided qualitative evidence confirming that the participation rate of women in the profession is disproportionately low compared to the number of women graduates in architecture highlighting the specific need to encourage and provide guidelines for the industry to adopt a comprehensive and ethical approach to establishing gender equality across the field.

Immediate Past President and Chair of the Institute’s Gender Equity working group, Shelley Penn noted: ‘Despite similar numbers of female and male graduates for the last three decades, women are less likely to register as architects after graduation (only about 20 per cent of registered architects are women). We only rarely become directors of practices and are also less likely to participate in the profession more widely; for example, by joining the Institute, where less than 30 per cent of members are women.

‘As careers progress, the barriers for women increase, as evidenced by lower numbers in senior positions and higher attrition rates and the need for part time or flexible work hours when juggling career and parenthood affects women most heavily. This policy will go a long way in readdressing these imbalances.’

In addition to approving the policy, National Council endorsed the establishment of a National Committee on Gender Equity.

Responsible for ensuring and guiding the implementation of the policy and providing recommendations on additional actions, initiatives and programs, the committee will further drive gender equality within the architecture industry.

As many members would know the Coalition Government recently introduced legislation to abolish the carbon tax. At the same time it has been holding public consultation about its proposed Emissions Reduction Fund (to buy lowest cost abatement) in order to meet the Coalition’s commitment to reduce Australia’s GHG emissions by 5% of 2000 levels by 2020.

Since 2007 ASBEC has been investigating the contribution which the buildings sector makes to Australia’s GHG emissions and the types of government policies and initiatives that could assist the sector to achieve its significant abatement potential. Previously ASBEC has advocated to the former Government about the role of abatement in the buildings sector complementary to a carbon pollution price.

In response to the Coalition’s recent call for submissions, nine member organisations of ASBEC’s Direct Action Working Group which I chair, have supported an ACIL Allen Consulting report called ‘Delivering abatement through Direct Action’ which was commissioned by the Property Council of Australia. The report outlines suggestions in relation to the design and practice of the proposed Emissions Reduction Fund. ASBEC has also provided information about the significant contribution that the buildings sector could make under the Coalition’s Direct Action Policy and has suggested some guiding principles for the Emissions Reduction Fund.

The Coalition’s further consultation process will consist of a green paper and then white paper with an expectation that the Emissions Reduction Fund will commence in July 2014. ASBEC will continue to contribute during the consultation process and we will keep members informed as this issue progresses.

The first week in December will mark the launch of INSPIRE 2013, the fourth in the ten-volume series charting those projects honoured through the National Architecture Awards.

A record number of projects are featured in this year’s edition – a testament to the increasing number of innovative and excellent architectural works being produced by members each year.

From the NSW Chapter Manager

November has been a very busy month with the Sydney office organising more than 20 events around the metropolitan area to celebrate architecture during the 7th Sydney Architecture Festival. The Festival is jointly organised with the NSW Architects Registration Board and this year featured Super Sydney, a voluntary community project that invited Sydneysiders to share their thoughts and ideas about what they consider to be important for the future of their metropolis. The Festival generated substantial media interest for all the events and a report can be found by clicking here.

This month the Country Division organised an excellent seminar to acknowledge the 40th anniversary of the Opera House. Working under a Cultural Icon was held last weekend and more than 40 architects travelled from around the area to attend the event in Leura. We would like to thank everyone involved in helping to make these events possible.

The Tasmanian Chapter has been busy organising a variety of events for Hobart Architecture Week.

On Sunday the 17th of November we held the Children’s Design and Build Play date in Collins Court, Hobart. We were lucky to have a beautiful sunny day and a great deal of fun was had by all.

Tonight the State Cinema is showing Visual Acoustics: The Modernism of Julius Shulman, we do hope you are able to join us. Tickets will be available to purchase from the State Cinema today.

Hannah Tribe from Tribe Studio will be joining us at lunchtime on Wednesday from 12:30-2:00pm. We look forward to her presentation, The Art of Making Homes.

Thursday will be the opening of Architectural Snapshot ‘A window into contemporary Tasmanian Architecture’ this exhibition will be held at Penny Contemporary, from 21 to 23 November.

Saturday 23 November will be the launch of Open House Hobart 2013. Open House Hobart is a not-for-profit event providing the public a free and rare opportunity to discover a hidden wealth of architectural, engineering and historic buildings nestled around their city. We will be opening several buildings and inviting visitors into often inaccessible spaces in our city centre, to participate all you need to do is turn up at one of the open buildings during the opening hours, these are advertised on our Facebook page, (you do not need to be on Facebook to see this page).

Even locals can be a tourist in their own city for a day.

National COLORBOND® steel winner a breath of fresh air

Collins and Turner architects’ Waterloo Youth Family and Community Centre was awarded the 2013 National COLORBOND® Award for Steel Architecture at the Australian Institute of Architects’ National Architecture Awards in Sydney on 7 November.

This year’s Jury decided that another project also deserved a National COLORBOND® Award for Steel Architecture (Commendation), which went to TAG Architects and iredale pedersen hook architects (in Association) for the West Kimberley Regional Prison.

The new West Kimberley Regional Prison strives to promote Aboriginal wellness and minimise the impact of imprisonment through the careful placement of buildings.

Of winning the Commendation, TAG Architects’ Jurg Hunziker said: “The numerous awards and presence in the architectural media both here in Australia and overseas affirm the belief that we had in the project and that our commitment to excellence in architectural design can transform lives.”

iredale pedersen hook director Finn Pedersen added that: “The response to the project has been very encouraging. Interest has emerged from international academics in social justice and local experts in the field of indigenous law, so the fantastic response from the architecture community is a great reinforcement of the project’s aims as a whole.”

BlueScope Steel market manager – commercial and industrial – Manu Siitonen said the National COLORBOND® Award for Steel Architecture recognises steel buildings which exemplify innovation and congratulated all winners and entrants. “Particularly the winners of the COLORBOND® Award for Steel Architecture, including the State-based winners which made for an impressive collection of inspirational buildings.

“Only one project can be given the National COLORBOND® Award for Steel Architecture,” continued Mr Siitonen, and the Waterloo Youth Family and Community Centre deserved recognition due to its complex, yet breathable structural layers.

“It harnesses fine steel frames to encase the original building without smothering it. Its breathability – which allows plants to grow around and through its mesh – allows it to integrate perfectly with its parklands setting, yet still make a sculptural statement.”

The project had previously been awarded two prestigious New South Wales Australian Institute of Architects Awards in 2013: the Sulman Medal and the Sustainable Architecture Award.

Collins and Turner architects’ Huw Turner said he was delighted to have been bestowed the highest BlueScope Steel-sponsored award.

“We are thrilled. The awards celebrate the potential for existing and unloved structures to be transformed into exciting contemporary public facilities that enrich the day-to-day lives of people through a holistic and sustainable approach to architecture, landscape and urban design.”

Located in the Sydney suburb of Waterloo, the building was once an amenities block but has since been converted for community use. Mr Turner said the client, City of Sydney, wanted the original building to be re-used and a green roof incorporated. Residential developments overlook Waterloo Park and there was a desire to soften the Centre’s visual impact.

The architects’ vision for the project has been realised as a giant woven sculpture of plants and steel.

“The canopy was realised due to the strength of steel. It needed to be lightweight and yet strong, and steel could achieve that,” said Mr Turner.
